Only english, german and french have 2013 language files (others are from 2012).
Install English or French.

Your Windows language is not one of the installed language.
To force language, edit TuneUpPortable.ini with
Language=en-US for instance if you have en-US folder in
App\DefaultData\TuneUpAll\TuneUp Utilities 2013\

First try for me with your TuneUp version on Win8_x64.
First launch, windows defender detected a malware. I ignore the message, ran the exe, and it says "The trial period has expired". I tried again to install it by disabling win defender but it's the same. Any one has the same issue? In the meantime, I'll wait for a new version. Cheers
Did you run online installer on Windows 8 or test with offline?
Problem can be with patch included in online installer on Win8 (same problem with TopStyle patch).

No problem for me with offline installing french on Windows 7 SP1 64 bit.
Indeed works fine on Win7_x64 however here's what I get in the event system with Win8_x64:

Sorry for the following reply, but I found a workaround.
I used a patch from 13.0.3000 version to change the exe and kept your launcher and it works so far (only with online installer though, the offline is giving me a "defective" error).
I'm still in 13.0.2020 so I'll keep you posted if I get the same issue when you will be releasing the last .3000 version. Thanks
