A portable application can be run from a removable drive (USB flash drive, iPod, portable hard drive, etc) on any Windows computer without installation.
You will carry the program with settings on removable drive and don't modify settings on host computer.
On Vista and above turn off User Account Control (UAC) or run launcher as admin.

It seems the locale language setting has been modified starting version 3.23.0.
I cannot select other language in preference after update the Filezilla.
I have already ticked the designated language option using the "FileZilla_Portable_MultiVersion_32-64-bit_Multilingual_Online.exe".
You are right, I noticed it too and the bug is not fixed with 3.23.0.1.
Solution: check also German in online installer.
