A portable application can be run from a removable drive (USB flash drive, iPod, portable hard drive, etc) on any Windows computer without installation.
You will carry the program with settings on removable drive and don't modify settings on host computer.
On Vista and above turn off User Account Control (UAC) or run launcher as admin.

Select architecture and enter: 3.0.21

Extract and run VLCPortable.
If you drag'n drop a file on (or open with) VLCPortable: it will be opened in VLC.
Settings of installed VLC should be preserved.

If you have AllowMultipleInstances=false (default) in VLCPortable.ini you can launch only once VLC.

I re-downloaded the installer and found the option.

Another issue: I'm opening a stream url via command line and I would like to change the stream with a second command line as well. If I use the VLCPortable.exe I get the alert message. If I use the \App\VLCwin32\vlc.exe then I get a second VLC instance opened.

Is there a way to be able to pass a parameter to the first instance of VLC via the VLCPortable.exe instead of getting the "Another VLC is running" alert?

PS Is there any source code available to try to modify the VLCPortable.exe myself eventually?

I think you can't pass 2 command line to the same instance but you can pass several parameters (separated with space) in the same command line.

If vlc-3.0.2-win32.7z and/or vlc-3.0.2-win64.7z is found in online installer folder, it will be use and not downloaded again.

I selected x64 but in the later part of the dialogue, it is no longer English. Is it possible to update the installer to v.3x and in English?

Nothing to update:
English is default (nothing to check)
Rename installer if you want.

i have set AllowMultipleInstances=true on my .ini file but only one instance it's allowed... how to open multiple VLC? (also i have uncheck "Allow only one instance" and "Use only one instance when started from file manager" from preference of VLC)

if run VLC from app folder (not from VLCportable.exe) work with multiple instance correctly... the problem is your VLCportable.exe which does not support multiple instance

How can I insert a custom command line within the portable app? I'm trying to make VLC use an unbedded player withou title bar. The command is "--no-video-deco --no-embedded-video --video-x=100 --video-y=100". Thanks!

VLCPortable.exe pass parameters: you can add them in a shortcut or in portable manager such as PStart.
